UNESCO and the European Commission have just signed an agreement to accelerate the global implementation of the UNESCO Recommendation on the Ethics of Artificial Intelligence, adopted in November 2021 by the Organisation\u2019s 193 Member States. A budget of \u20ac4 million will be allocated to support low-income countries in putting their national legislation in place.<\/p>\n\n\n\n

Since November 2021, the UNESCO Recommendation on the Ethics of Artificial Intelligence has provided a common normative framework for all countries worldwide. Nearly 30 countries have already begun to draw up their national legislation on the basis of this Recommendation, ensuring that artificial intelligence respects fundamental freedoms and human rights, and benefits all of humanity.<\/p>\n\n\n\n

\u00abFaced with the pressing challenges posed by AI, we must act more swiftly by providing increased support to low-income countries. I welcome the European Commission\u2019s decision to join forces with UNESCO to support these countries by funding the deployment of experts and the organisation of training courses. This is multilateral cooperation at its very best,\u00bb said Audrey Azoulay, Director-General of UNESCO.<\/p>\n\n\n\n

At a time when generative AI is causing growing concern, the partnership between UNESCO and the European Commission will help low-income countries to develop their national strategies and regulations. The European Commission will provide \u20ac4 million for this purpose.<\/p>\n\n\n\n

Among the initiatives funded under this agreement is the establishment by UNESCO of a global team of experts, the \u00abExperts in AI Ethics Without Borders\u00bb. It will provide support on request and tailored advice on public policy, with a view to strengthening the capacity of Member States\u2019 institutions to implement the Recommendation.<\/p>\n\n\n\n

UNESCO will organise an annual Global Forum on AI Ethics, which will serve as a training platform and enable AI stakeholders from around the world to share best practices. UNESCO will also develop an AI toolkit for stakeholders in the judicial system.<\/p>\n\n\n\n

About the Recommendation<\/p>\n\n\n\n

The UNESCO Recommendation is the first universal normative framework for the ethics of artificial intelligence. It was unanimously adopted by UNESCO\u2019s 193 Member States in November 2021. It is based on the promotion and protection of human rights, human dignity and environmental sustainability. It advances principles such as the rule of law, and includes concrete policy chapters calling for better data governance, inclusivity and gender equality.<\/p>\n\n\n\n
